Modern Acrobat Readers can save AcroForms without plugins, but Reader cannot save XFA forms without extended rights. Acrobat Pro can do that, but I don't know if the current legal limitations still apply. I believe it was limited to 500 uses for the form or something like that.
Then I was able to install a fresh copy of the Adobe Acrobat DC Pro. From there I was able to login as the end-user into Adobe Acrobat. I went to Edit > Preferences > Security Enhanced to check to see if "Enable Protected Mode at Startup" was checked and it is not. So I closed the program and relaunched it to see if it would reopen. It did.
